Once a vessel design is created and appropriately tested by the IRD and gets a royal Sign off, the ships blueprints are sent to the ICY (Imperial Construction Yards) for construction. The construction yards will have a direct link with the Imperial Research And Development Division. By the time you can produce them, you could already be maxed out if you did it right.The Imperial Construction Yards is funded directly by the Imperial Government to produce Military equipment such as but not limited to, Destroyers, Fighters, Cargo Transports, Portable facilities. It was doable, but was exceptionally hard without losing at least 1 cruiser (normally 2). With that said, a much harder achievement was destroying the Junk-Yard-Dog.

Tanking with your cruisers was essential and pulling them back for repairs at ~1/2 health would help you endure. It just took exceptional control, reactions, and careful managing of your fleets. OTOH, you could beat that final mission without MBFs. Banking resources and producing ships as you jumped in was a "cheat" you could do to bring down the odds. If you brought in a ZOMG XBOX HUEG fleet at the start, the emperor had 3x that. Part of the trick was the last mission scaled based upon the ship fleet you brought with you. *Note: When I say "only" I mean "best" which, really, in a computer game, is often the same thing I seem to recall the *only* way to go was to capture as many of those multi-beam ion frigates or whatever from the junkyard level.
